În 1949, Statele Unite ale Americii a introdus Programul J1 Exchange Visitor Visa Program, prin Actul Fulbright - Hayes Act in Congress.
In prezent, studenți a peste 140 de țări au posibilitatea de studia și munci prin programe de schimb intercultural (cultural exchange programs).

Colin Powell, Former US Secretary of State : „The Department of State recognizes the role that international education and exchange play in strengthening our nation and our relations with other countries(...) I can think of no more valuable asset to our country than the friendship of future world leaders who have been educated here (...). International education prepares our citizens to live, work, and compete in the global economy, and promotes tolerance and the reduction of conflict (...)”.

Madeline Albright Form US Secretary of State: „Former US Secretary of State: Every student should have the opportunity to travel and come into contact with a foreign country. Such experience gives a student the chance to truly live in a different culture and learn about it firsthand, while sharing information about his or her own culture. I hope that through intercultural exchanges, future generations will gain an appreciation and understanding of foreign cultures.”
